Ending uncertainty: Why heat network projects
often fail to even start

The paradox of the heat transition: Heat network projects often do not fail due to the planning itself – they get stuck in a holding pattern. Many stakeholders hesitate to release budgets for planning because too many questions remain unanswered upfront. Yet, it is precisely these uncertainties that can only be resolved through a well-founded BEW feasibility study. The following hurdles hinder the start:

Unclear economic viability & funding

Concerns about low connection rates, high investment costs, and complex funding schemes paralyze decision-making. There is skepticism about if and when heat networks will economically amortize.

Lack of implementation partners

Uncertainty about who will build and operate the network paralyzes the crucial first step. Furthermore, scarce personnel resources often prevent alternative operator models from even being evaluated.

Scarce internal
resources

Municipalities and utility companies simply lack the personnel to dive deeply into complex feasibility and implementation questions alongside their day-to-day operations.

Deficits in acceptance and participation

Without transparent communication right from the start, resistance grows – both among potential off-takers and citizens outside the direct suitability area.

Why greenventory?
Engineering expertise meets data depth

In-depth technical planning

Our energy engineers lay the foundation for implementation-ready planning. Using advanced software, we precisely model every detail – from route planning and pipe sizing to network hydraulics and the dimensioning of renewable heat generators.

BEW-compliant economic viability assessment

The BEW requires clear transformation pathways. We simulate and compare various scenarios (e.g., centralized vs. decentralized supply, different generation mixes) in detail to identify the optimal path from a technical, economic, and funding perspective.

Intelligent data utilization

We transfer existing data from municipal heat planning directly into a digital twin. If you are just starting your heat transition, our engineers will build the required data foundation for you. We always seamlessly integrate existing data to avoid duplicate work.

Reliable support throughout the funding process

We support you through the entire BEW funding process – from application submission to final settlement. This ensures you utilize funding opportunities efficiently and noticeably relieves the burden on your municipal administration.

Your advantages doing your BEW study with greenventory

From the initial concept to funding approval – we guide you with expertise and digital tools.

BEW-compliant specialist planning

Maximum funding security: We develop feasibility studies and transformation plans that precisely meet BAFA requirements – ensuring legally secure and smooth approval of your subsidies and a seamless transition into subsequent modules.

Variant & scenario comparison

Optimized investment: We simulate different generation mixes in real-time to find the best technical and economic solution for your specific location.

Digital interest surveys

Early acquisition: Through location-based surveys and interactive information for the public, we lower the threshold for grid connection and gather essential data for the economic calculation of your network.

Expert Answers: How to succeed with BEW studies

Under the “Federal Funding for Efficient Heat Networks” (BEW) scheme, feasibility studies for new heat networks (Module 1) and transformation plans for existing networks are subsidized with up to 40% (or 50% for SMEs) of the eligible costs. Funding covers engineering services, data collection, and technical simulations that contribute to achieving greenhouse gas neutrality.

The results of Municipal Heat Planning serve as an ideal data foundation. By transferring building profiles and heat densities from the KWP into detailed BEW planning, required time expenditure is reduced by up to 30%. A seamless data transition eliminates duplicate data collection and accelerates hydraulic network calculations.

An eligible transformation plan must outline the pathway to greenhouse gas neutrality for the heat network by 2045 at the latest. Core components include a baseline energy assessment, the identification of waste heat and renewable energy source (RES) potentials, as well as a concrete timeline and action plan for transitioning generation assets to at least 75% renewable energy.

The economic viability of a heat network depends heavily on the connection rate. Digital interest surveys and location-based potential assessments provide citizens with early planning security. Transparent information regarding future levelized costs of heat (LCOH) and $CO_2$ savings lowers the barrier to grid connection and safeguards the investment volume.

Yes, the BEW program does not differentiate by network size, but rather by efficiency and the share of renewable energy. Small local heat networks in rural communities can also receive funding under Module 1, provided they meet BAFA’s minimum technical requirements.
