Expert Insights: Developing a successful gas grid strategy

The upcoming statutory VNEP mandate (Section 16b of the German Energy Industry Act – EnWG) requires grid operators to provide a robust forecast of grid development up to 2045. To prevent stranded assets during the transition to hydrogen and biomethane, scenario-based planning for distribution and gas network transformation plans (VNEP & GTP) is legally mandatory. Because local gas demand depends heavily on district heating expansion and heat pump adoption, static plans are insufficient. Various development pathways must be modeled flexibly to ensure that far-reaching decisions – such as grid repurposing or decommissioning – rest on a legally compliant foundation that is fully auditable by the Federal Network Agency (BNetzA).

A digital twin links real grid data with building-level heat demand forecasts. This clearly reveals exactly when specific grid segments will become uneconomical due to declining connection rates and consumption volumes. Grid operators can thus systematically plan the repurposing, decommissioning, or eventual dismantling of individual grid sections, rather than investing in infrastructure that will become obsolete. This protects the asset base and prevents misallocated capital in areas designated for electrification or district heating networks.

If the operator lacks data on pipeline H2-readiness, an H2-ready simulation can be run using the preloaded material data and pressure tiers of the grid segments. By adjusting technical parameters in the scenario editor, the system instantly calculates which grid components are suitable for transporting hydrogen. This enables the targeted identification of industrial clusters for connection to the hydrogen core network, alongside precise cost calculations for required retrofitting measures in the distribution grid.
